WINONA, Minn. — A Brownville man, Randy Allen Davis, 61 was arrested for a bunch driving-related problems. The charges: Driving after cancellation inimical to public safety, intent to escape motor vehicle tax, and having no proof of insurance Davis was pulled over because the license plates did not match the make and model of the car. The arrest was about 5:40 p.m. at Ben and Marian streets on the Far West End just off Broadway.
