WINONA, Minn. – A backpack with a laptop and personal documents was stolen from a vehicle parked in the Winiona State University neighiborhood. The vehicle had been tampered with for entry, police said. The theft, in the 150 block of Lafayette Street, was reported about 6:45 p.m.
