LAKE CITY, Minn. – Police took down Tyler Ruiz, 25, with the help of a K-9 officer after being called a second time to a Lake City house. Ruiz was arrested and taken to the county jail in Wabasha. The pending charges: Terroristic threats and domestic assault. The incident began with a report to police that a man was acting erratically. At the house, officers found a woman who had been assaulted outside and Ruiz inside. Police said that Ruiz refused to come out and shouted threats and obscenities. Police evacuated the neighborhood. After a brief stand-off, and believing that Ruiz was unarmed and that no one else was in the house, police packed up and left. Three hours later, police were called back.  Ruiz was in the street and yelling threats and obscenities. They made the arrest.
