WINONA, Minn. — In plain daylight on busy Second Street downtown, a guy was going from parked car to parked car and trying door handles. Witnesses called police. When confronted, Robert Michael Krause, 52, of Winona, denied pulling on the handles. Just looking at them, he said. Police cited Krause for tampering with a motor vehicle. This was about 8:40 a.m. in the 50 block outside the movie house and mini-mall shops and offices.
