WINONA, Minn. – Police blocked off West Third Street after a boom truck struck and brought down a power line about 12:30 p.m. Firefighters called an Xcel crew to shut off power. The driver said his boom crane was not all the way down and caught the lines while the truck was crossing the street to a building.
