WINONA Minn. – The 911 emergency telephone system returned about 8 p.m. after a four-hour interruption. CenturyLink, which is Minnesota’s 911 service provider, traced the problem to a large fiber line that had been cut near Green Bay, Wisconsin. Affected was a wide swath of southeast Minnesota that included eight counties — Dodge, Freeborn, Mower, Olmsted, Rice, Steele, Wabasha and Winona. For emergencies in the hiatus, callers could use standard seven-digit numbers to call authorities.
