WINONA, Minn. – A Winona man was arrested on a complaint that he violated a domestic restraint order. Dior Ryan Steward, 30, had fled the no-contact residence by the time deputies arrived, but they located him in the 50 block of East Mark Street. There had been several violations of the no-contact order, records show.
