WINONA, Minn. – Random flurries danced through the coulees in the afternoon but left no trace of snow on the ground. Were the flurries the first snows of the season? To meteorologists, it doesn’t count unless it’s white and measurable on the ground. The earliest official first snow in history was September 26, the latest December 19.
