WINONA, Minn. – Agents from nine police and emergency agencies converged on a house in the Winona State University neighborhood and arrested a fugitive wanted in Minneapolis. Dennis Lee Heard, 33, surrendered without resistance. This was about 8:45 p.m. in the 550 block of Main Street. Minneapolis police had asked for Winona help to locate Heard and passed along a tip on where he might be. He was wanted for attempted first-degree murder, assault, and illegal possession of a firearm. Among agencies in making the arrest: Minnesota Bureau of Criminal Apprehension, Winona police, Winona County Sheriff’s office, St. Charles police, Goodview police, Rochester police, and Winona firefighters.
