WINONA, Minn. – The Minnesota Counties Intergovernmental Trust awarded Winona County the best in the state award for risk management procedures. The Trust cited a commitment “to loss control and risk management; aggressive efforts to educate and inform staff on techniques to mitigate exposure; and superior assistance when claims arise.” County Board member Marcia Ward said that effective risk management keeps county expenses low.
