WINONA, Minn. – The Winona alternate side parking ordinance goes into effect at midnight Sunday. Police community liaison officer Bridget Klinger said no changes this year — vehicles must be parked on the odd side of the street by 12:01 a.m. on Sunday. Then even side by 12:01 a.m. by Monday. The side of the street vehicles are allowed to park on is determined by the date at 12:01 a.m,: 15th odd side, 16th even side.
