WINONA, Minn. – Police called in Borkowski’s signature soft green wreckers to haul away 31 vehicles in the season’s first downtown tag-and -tow operation. Thirteen vehicles were towed between 12:01 a.m. and 6:30 a.m. Tuesday. Another 18 were hauled in the same window on Wednesday.
