BROOKLYN, Kan. – Richard “Dick” Bruce Osborne, 88, a retired Winona fire chief, died peacefully. In the U.S. Air Force he was a vehicle mechanic. For many years while fire chief he worked part time for Hauser Art Glass. He was a frequent volunteer at the Winona hospital and the local food shelf. In 2016 he moved to Kansas to live with a daughter. He supported cystic fibrosis causes. His daughter Cathie was the first diagnosed case of cystic fibrosis in Winona at age 3. She died at 5.
