WINONA, Minn. — The mail-in census response for Winona County, at 71.1%, lagged behind the statewide rate of 71.4% at the end of June, the U.S. Census Bureau reported. Nationally the rate was 61.9%. Responses by Winona County communities: St. Charles, 80.2%; Dakota,79.3%; Goodview, 73.8; Altura, 72.8%; Lewiston, 72.8%; Winona, 68.8%; Stockton, 68%; Utica, 61.5%; Elba, 57%. Census takers began followup phone calls July 1. Door-to-door follow ups will be August through October.
