WINONA, Minn. –  The legal process began for transferring a Dakota man from Wisconsin to Minnesota for the death of his wife Friday at their home near Dakota. Winona County deputies found Joseph Bailly Wright, 79, at the house with a wound himself. His wife was dead of stab wounds. An ambulance took the husband to the nearest hospital, eight miles away in LaCrosse on the Wisconsin side of the river.  Wright was treated for his wound, which was to a wrist. Once treated, Wright was jailed in LaCrosse. Meanwhile, Winona County Attorney Karin Sonneman drafted a warrant that charges Wright with second-degree murder. Sonneman also drafted documents for Gov. Tim Walz to request that Wright be returned to Minnesota on the murder charge. The rendition process is between governors. Gov. Tim Walz of Minnesota will need formally to request Gov. Tony Evers of Wisconsin to surrender Wright. There are situations in which governors refuse to surrender another state’s fugitive.
