CALGARY, Alberta – The company developing the Keystone XL pipeline, TC Energy, could use the new North American trade deal to sue for U.S. permits to proceed with the project but, experts say, probably won’t. After the November election of President Biden, the company seemed resigned to quit the project and canceled plans to raise capital for further construction. In Washington, energy attorney Jim Bowe characterized TC Energy as having said: “OK, we’re done.” The line has already been built in Alberta to the Montana border as a short cut from the larger and also controversial 1,200-mile Keystone pipeline through both the Dakotas.
