DES MOINES, Iowa — Governor Kim Reynolds restored voting rights to many felons who have served their sentences and probation. The decision, she said, was driven by a “fundamental belief in redemption and second chances.” There are exceptions — murder and manslaughter. Reynolds’ executive order puts Iowa in the company of a growing number of states that allow ex-felons to vote. Minnesota and Wisconsin are among such states.
