HOMER, Minn. – Barry Alfred Nelson, 84, who was elected to several terms on the Winona City Council in the 1960s and 1970s, died at home with hospice care. He was on the Council when the dike system was built to protect the city from devastating floods. During his terms the city abandoned its strong mayor system and hired a city manager. Also the Central Garage and the county’s Law Enforcement Center were built. He graduating from Winona High School in 1955 and hitch-hiked with a buddy to Seattle and worked as a machinist on Boeing B-52 bombers. He graduated from Winona State University in 1960. He taught industrial arts in Baltimore, Maryland. He returned to Winona State for a master’s degree, He taught shop and building trades at Galesville-Ettrick Trempealeau schools for 32 years.
