WINONA, Minn. – At 10.2 feet, the Mississippi River at Winona is at flood stage, according to the federal hydrograph at the river. Levees built in the 1960s and 1980s are holding back the waters. The National Oceanic and Atmospheric Administration said river levels drop below the nine feet early next week.
