WINONA, Minn. – A Winona woman, Brandi Lynn Behrens, 46, was arrested after stopping her car at an East End intersection and just sitting there. This was about 1:55 a.m. Police said her eyes were bloodshot and watery, her speech slurred, her breath like a gin mill, and her blood-alcohol content at, yikes, 0.20%. Anything higher than 0.08% is impairment under the law. She was booked for driving under the influence. This was at Sanborn and High Forest streets.
