WINONA, Minn. – Morning will feel like minus-15 degrees, maybe minus-25. The National Weather Service projected winds from the north will send wind chills into a danger zone from 7 to 9 a.m. both Monday and Tuesday. Highs could reach plus-10 in actual temperatures Monday afternoon, perhaps with light snow.
