WINONA, Minn. – A Winona driver was ticketed belatedly for a collision in which his car struck and critically injured a motorcyclist hehind the Target store on the Far East End. Timothy David Chiglo, 65, of Winona, was charged with failure to yield right-of-way. In the accident, on September 24, Laverne Joseph Feuling, 57, of Winona, suffered head injuries. He remains hospitalized.
