WINONA, Minn. – The City Council voted to excuse the Winona School Board from a contract for a full-time police officer to be stationed at schools. The School Board had asked to end the contract in response to citizen complaints about students being rough-handled. Meanwhile, School Superintendent Annette Freiheit is preparing a new safety plan with focus on counseling, mental health, and guidance.
