WINONA, Minn. – Amid motorists’ familiar reference points like Sugar Loaf, Perkins and Dairy Queen, there is backed-up confusion in four directions. It’s the busy intersection of U.S. 61 and State Route 43. A round-about is being put in, the first of four on Mankato Avenue. For the duration of the project, the usual 16 entry lanes and almost as many exit lanes are condensed to four. It’s a squeeze.
