WINONA, Minn. – Cops were checking a parked van near the Garvin Heights lookout after hours, about 2 a.m. There were two people inside with two hypodermic needles in plain sight, police said. Further checking found .60 grams of a clear crystal-like substance that field-tested as a meth. A Winona woman, Sarah Rose Davis, 39, was written up for an illegal drug. Police also found five pills that Davis claimed were morphine.
