ST. CHARLES, Minn. – His brake light wasn’t working, so deputies stopped Ryan Joseph Donadio, 23, of Winona. They suspected he was driving while intoxicated and then, they reported, they smelled marijuana. This was about 7:30 p.m. at West Sixth Street and West Avenue. He was arrested.
