WINONA, Minn. – Police arrested a Winona man after, they said, they smelled marijuana during a traffic stop and inspected his car . This was about 8:20 a.m. at Second Street and Riverview Drive. Arrested was Devonta Lenell Perry, 28. Police said a small amount of marijuana was a bag in the car. The case began as a speeding stop.
