WINONA, Minn. – City development coordinator Nick Larson said a municipal review team will be created to administer a $1 million state grant obtained by the Chamber of Commerce for downtown improvements. The deadline to apply: October 17. The grant can fund as much 30% of projects to a maxium $750,000.
