WINONA, Minn. – As police are reconstucting a car-pedestrian accident January 20 on Broadway. The driver’s vision may have been obscured by frost on the windshield and also by bright winter sun low in the sky, said Chief Deputy Eric Engrav. A determination on whether to charge the 22-year-old driver hasn’t been made, Engrav said. The State Patrol, he said, is helping with the reconstruction. The pedestrian, Mackensie Sinner, 19, of Ham Lake, remains hospitalized. She was en route to a morning class four blocks away at Winona State University.
