BYRON, Minn. – A couple in a black car skirted around several signs warning about road construction south of Oxbow Park and drove through wet concrete. It had to be intentional, pOlice said. Damage to the surface was significant. Witnesses identified the car as a newer Volkswagen Passat. The incident was about 1:30 p.m.
