WINONA, Minn. – A Winona man, Joseph Allen Maupin, 32, was arrested and referred for fourth-degree criminal sexual conduct in the 500 residential block of Harriet Street. Police said that, Maupin had left the area but was later located and apprehended. The arrest was about 7:20 a.m.
