WINONA, Minn.– Police spotted a driver proceeding with a flat tire on Theurer Boulevard about 9:10 p.m. So they stopped Matthew Scott Olson, 39, of Winona. He seemed inebriated but refused a blood-alcohol field test. A charge of driving while intoxicated depends on a jail house test, which was sent to a lab that didn’t report back results right away, police said.
