WINONA, Minn. — A Wisconsin driver was arrested and charged with drunken driving. Police said Morgan Nichole Kammel,19, West Salem, had been stopped for a signal violation but officers soon suspected she was less than sober. She smelled of alcohol, they said, adding that her movements were slow and lethargic and that she slurred her words. Also: She admitted to drinking and blew 0.10% in a field test of her blood-alcohol content. Minnesota law says any reading exceeding 0.08% constitutes impairment. The stop was about 1:05 a.m. at Fifth and Hamilton streets.
