WINONA, Minn. – Police have no witnesses to the noose hoisted on a tree branch in Lake Park nor any leads. Jay Rasmussen, a police spokesperson, said there is no longer an active investigation.

The noose was a symbol of vigilante lynchings, particularly in the segregated American South. Historically the noose has been used in some states for death-penalty executions. A few more recent cases:
> Mississippi (2016). A college student tied a noose and a Confederate flag around the neck of a statue of James Meredith, the first black student at the University of Mississippi. He went to prison.
> Illinois (2019). A University of Illinois student placed a noose in an elevator after a black campus employee sued the university for racial discrimination. The student was ordered into community service and fined.
