WINONA, Minn. – The CoVid risk rating for Winona County has been lowered by the state health agency. No longer does the state Health Department recommend requiring masks in public indoor places, although masking remains a wise option.  Also cleared was neighboring Fillmore County. The status change reflects declining rates of infection, hospitalization and other criteria. Only 20 of Minnesota’s 87 counties have been cleared.
