ST. PAUL, Minn. – An acupuncturist with four Twin Cities offices, Xiaoyan Hu, has been accused of cheating the state Medicare program of $1.6 million through over-billing. Minnesota Attorney General Keith Ellison filed 17 felony charges, Hu owns the Chinese Acupuncture and Herb Center with clinics in in Minneapolis, St. Paul and suburban Burnsville and Edina. Elllison alleged that illegal activity occurred over four years.

Hu. founded her Minnesota acupuncture clinics in 1999. Holds a Ph.D. in traditional Chinese medicine with specialties in gynecology and internal medicine. Fifteen years at two Chinese hospitals. Taught traditional Chinese medicine theory at Northwestern Health Sciences in Bloomington.
