WINONA, Minn. — A LaCrosse man implicated in a Winona child torture case has been arrested. Jalil Wilson, age 27, turned himself in on a warrant issued last week. A second warrant has been issued for another LaCrosse man, Atzavesta Raymon Williams, age 25. Both men were at an apartment ,where a 3-year-old boy was bound at his wrists and ankles by duct tape and taped also over his mouth. Charged earlier was a woman at whose apartment the abuse occurred.
