WINONA, Minn. – A Fountain City man, James Victor Gibbons, 21, was taken in by police who concluded he was drunk at the wheel. He had been stopped for driving without lights, police said. Then, they said, they saw his eyes were bloodshot and watery. Also he smelled of alcohol, police said. A breath test found his blood was running 0.17% alcohol – more than double the legal definition of impairment. This was about 1:10 a.m.
