WINONA, Minn. — In hope of improving Winona's Covid vaccination rate, the county Health Department is issuing $50 gift cards through December to everyone who takes a first poke. The cards are issued at county-operated clinics. The percentage of Winona County people with at least one shot is 66.1%, compared to getting 74.9%statewide.
