WINONA, Minn. – A Winona man, Evan Jeffrey Linder, 19, was arrested and referred for suspicion of driving under the influence of a controlled substance. He had been pulled over for having an obstructed license plate. The arrest was downtown at Fourth and Winona streets about 11:45 a.m.
