WINONA, Minn. – Representative Gene Pelowski, D-Winona, has introduced a $28 million bill in the House to fund port improvements in Winona and elsewhere on the Mississippi Rver. In an interview on radio station KWNO, Pelowski noted an uptick of goods coming into Minnesota ports over the past decade. “We’re hopeful that we can have a bonding bill. Winona would benefit from that.” Pelowski said also that Winona could benefit from Governor Tim Walz’ $10 million budget proposal to examine possibilities for a second daily St. Paul-Winona rail connection. About the governor’s overall capital spending bill, Pelowski said there is support from key House Democrats
