WINONA, Minn. – A Winona man may have a broken ankle from a take-down by police answering a call about a domestic quarrel. Melvin Earl Kimp, 32, was resisting arrest, police said. Police had responded to a neighbor’s concern about loud commotion in the 50 block East Fourth Street. When police arrived, a woman said she that had tried to call 911 and get away but that Kimp had smashed her cell phone into her face. He also tore an Apple watch off her wrist, leaving a mark that she showed officers. Police said they found Kimp in a stairwell. When he started running, an officer brought him down. Kimp was taken to the hospital with the ankle injury. The officer ended up with a minor cut. Among charges Kimp faces: Violating a judge’s order not to contact the woman, who told police in the new incident that she was beaten and held against her will. This was all between a little after 4 p.m.
