WINONA, Minn. – Helen C. Keiper, 99, of Winona, a business education Instructor at Winona Area Technical Institute, died at Sugar Loaf nursing home. She held a 1978 master’s degree in education from Winona State University. Earlier she graduated from Winona High School in 1940. She also studied Winona Secretarial School. She worked as a stenographer in local schools and businesses for 15 years.
