WINONA, Minn. – James M. Frankard, of Winona, who built a Glasair III plane and broke nine world records died at age 93. He joined the US Air Force in 1950 and served for 11 years. He moved to Winona where he worked for Peerless Chain until his retirement. He was an inveterate wood-worker and made wooden toys that he donated to the Toys for Tots program.
