WINONA, Minn. — A freight car being switched in the 750 block of East Front Street, near Modern Transport on the Far East End, derailed. The track is little used and poorly maintained. Police theorized, however, that someone had flipped a switch and caused the derailment. The derailment was about 9 a.m.
