LUBLIN, Wis. – The parents of a 2-year-old boy struck and killed by a train should face criminal charges, said Sheriff Larry Woebbeking. The parents, Kyle Bratland, 26, and Natasha Bratland, 31, often left their children unsupervised, the sheriff said.  Village people were used to them playing in areas that were unsafe – walking the streets, wandering to the tracks, even climbing rooftops, he said. The toddler who was killed by the train had been walking the streets before heading for the railbed. That was June 29. The train conductor told police that they saw the child and attempted to brake but was unable to avoid impact. Sheriff Woebbeking wants both parents charged with neglecting a child resulting in death. The train was operating in a safe and normal manner, he said.
