WINONA, Minn. – The secretary of state, Scott Simon, has awarded one of his Democracy Cups to Winona State University students for their 74% voter turnout in 2020. No other Minnesota State four-year campus did better. Simon said he would travel to Winona to present the award Monday. Statewide there are four 2020 Democracy Cup winners, Simon said:
> Private colleges: St. Olaf, 88%.
> UM System: University of Minnesota, 80%.
> MnState System: Winona State, 74%
> Two-year colleges: Inver Heights, 72%.
