ST. PAUL, Minn. – Minnesota regulators gave a green light to Canadian pipeline company Enbridge to start construction to replace its aging Line 3 crude oil pipeline across northern Minnesota. The approval, from the state Pollution Control Agency, was for a storm water permit essential to the project. Replacement segments in Alberta, North Dakota and Wisconsin are already complete.
