WINONA Minn. — The Minnesota Department of Health reported the 39th COVID death in Winona County. The victim was in the 70 to 74 age bracket. The agency also reported 28 new cases, moving the county’s total of confirmed infections to 3,298 – a number that doesn’t include probable cases.
