WINONA, Minn. – The smart money is betting on a 3.5% tuition increase in each of the next two years at Winona State and other Minnesota State system colleges. The decision will be made by system trustees in July after the Legislature passes biennial appropriations. Scott Ellinghuysen, finance vice president at Winona State, said the Legislature has indicated that tuition could increase 3.5 percent in both fiscal year 2022 and 2023. The new revenue has been factored tentatively into Winona State budgeting, Ellinghuysen said.
